Psychology Board Investigates Dr. Phil

TMZ has obtained a copy of a complaint against Dr. Phil which was lodged with the California Board of Psychology, alleging the TV doc was illegally practicing without a license when he paid a visit to one Britney Spears.

We've learned the person who filed the complaint is a psychologist. Dr. Phil has never been licensed to practice in California, and he retired his Texas license in 2006.

The shrink believes when Dr. Phil visited Brit in the hospital earlier this month, he was practicing psychology. A "Dr. Phil" honcho told TMZ the visit was never meant to lure Britney onto the TV show -- and that there were never plans to put her on the air.

A Psychology Board rep told TMZ if the Board finds the complaint credible, it would be referred to the D.A. for review. Practicing without a license is a felony in California.

The psychologist who filed the complaint also alleges Dr. Phil violated HIPAA laws by "discussing or divulging a patient's medical condition ... with the media," in reference to a press release issued by Dr. Phil.

The complaint also says, "A petition is being circulated to remove the "Dr. Phil" show from the air." We're told the shrink is trying to get other psychologists to sign.

As for the Dr. Phil show's response -- no immediate comment.

Also, if he had been there and had that much contact with Brit... why wasnt he called into court on Monday?

94. I'm a licensed psychologist, and I can tell you, Dr. Phil has been an embarassment to my profession since Day 1. He is not about therapy, he is SHOW BIZ folks, offering instant gratification to problems that people struggle with for years before resolution. It's about time he was held accountable. People don't know that he's not licensed, not doing real therapy, and take his word as gospel. I hope the CA Psych Board will take him to task.

103. People are so quick to diagoise a person as "bi-polar", directly referencing al lot of people who posted here. People don't know what it is really like to have a loved one TRUELY bi-polar. Bi-polar has become a "catch all pharse" for docter's who don't know how else to catogorize their patients. True bi-polar disorder, is actually, a pretty rare mental disorder. It is a clinical mental disorder that is catigorized: A person who experiences extreme manic highs, followed by very depressive lows. This does not mean: A person who seams really happy one day, and is very depressed next. No, No, this means a person who is on an extreme manic upswing for several days, or weeks, and then falls down to a very depressive low, almost cataonic state. the next. This is not Britney. If she were truely bi-polar, trust me, she would not be out every day.
